How legislators representing Jinja scored on the 2019 Parliament Report Card

Hon. Mwiru Paul is the most active member of Parliament from Busoga region.

Daily Monitor has today published a survey that looks at the performance of members of the Ugandan Parliament on the floor of the august house. The report titled Best, Worst MPs of 2019 named shines a spotlight on the active legislators and exposes the silent ones.

The data that feeds this report is extracted from the Hansard proceedings for a complete financial year. The period considered is June 1, 2018, to June 30, 2019. The Hansard is the official record of all proceedings on the floor of parliament.

The report looked at records of all the 461 members of Parliament, 17 of whom are ex-officio members. Ex-officio members are ministers without a parliamentary seat. They do not vote on any matter in the house but can contribute during debates.

“The assessment focused on the roles of lawmakers, representation, legislation, appropriation, and oversight. The study did not assess the Speaker and Deputy Speaker since they are presiding officers in the House,” reads part of the publication on page 4. “The assessment focused on submissions on matters of urgent national importance when legislators raise issues affecting the people they represent; lawmakers’ submissions on statements by ministers as well as debate on bills and the budget,” the publication adds.

From the publication, we extracted scores for the members of Parliament representing Jinja and the neighbouring areas. The areas include the entire Busoga region and Buikwe. According to the report, Hon. Mwiru Paul, the Member of Parliament representing Jinja Municipality East Constituency topped the region’s legislators with a 106 score. His fellow Municipality representative for Jinja Municipality West, Hon. Balyeku Moses managed a paltry score of 03. Below is the score of all the other legislators representing Jinja and the neighbouring constituencies.
